Experience

J. Michael Hall is currently the Director of the Office of Global Programs within the National Atmospheric Ocean and Administration (NOAA), of the U.S. Department of Commerce, where he manages a multidisciplinary research program in climate variability, long-term environmental change, and their societal relevance.  Dr. Hall earned a Ph.D. and M.S. in Physical Oceanography from the University of Washington, and a B.A. in Physics from Rice University.  In thirty years of public service, he has held a series of senior management positions directing Federal resources toward global scale, internationally organized research programs in weather, climate, oceanography and environment.  Prominent among theses are the Global Weather Experiment, the El Niņo research activities of a program called TOGA (Tropical Oceans and Global Atmosphere), and more recently a multitude of national and international projects organized under the rubric of "global change" research.  Dr. Hall was one of the individuals who founded the U.S. Global Change Research Program (USGCRP) and developed its extensive international connections.  The present focus of his attention is the broadening and redefining of research agenda in earth sciences to address societal problems which have both an undeniable development mandate and a critical environmental imperative central to their framing.  Dr. Hall has received numerous awards for management and scholarship, including the Presidential Rank Award of Meritorious Executive (1998), the American Meteorological Society Cleveland Abbe Award (1999), the U.S. Department of Commerce Gold Medal (1989) and the American Geophysical Union Ocean Sciences Award (1986). He is a Fellow of the America Meteorological Society.
