Nurlan Kapparov is the Chairman of the Board of Directors at KazInvestBank, a Kazakhstani bank headquartered in Almaty; Chairman of the Board of Directors at Er Sai, an oil services joint venture between Saipem and Er Consulting, a member of the Belfer Center’s International Council; Chairman of the Board of Directors at Kokzhide Kumsai Mortuk, an oil junior Kazakhstani E&P company; Member of the Board of Directors at PetroKazakhstan Inc., the second largest foreign producer, the largest integrated oil company and the largest supplier of refined oil products in Kazakhstan; President of Lancaster Group; President of the Harvard Club of Central Asia. In addition to his busy work schedule, Mr. Kapparov is strongly committed to conducting voluntary activities. In the city of Almaty, after successfully graduating from the Republican Physics and Mathematics School in 1987, he co-founded the school’s Alumni fund in 1999 and is now heading its Alumni Committee. Mr. Kapparov’s timely help made a positive impact on Almaty community, because the school has regained its status of a premier educational institution on the CIS territory. In addition, Mr. Kapparov organized the Harvard Club of Central Asia after receiving his MPA degree from the Kennedy School of Government in May of 2003. Prior to entering Harvard’s Kennedy School, Mr. Kapparov was Deputy Minister (1999-2001) at the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan, where he was responsible for monitoring the country’s oil and gas sector. During his service in the Ministry, he headed a working group that negotiated the Caspian Sea border delimitation with Russia, and chaired the North Caspian Sea Project Management Committee for the giant offshore Kashagan oil field. Before his appointment to the Ministry of Energy and Mineral Resources, Mr. Kapparov was President and CEO of KazakhOil (1998-1999), the national vertically intergrated oil & gas company, and KazTransOil (1997-1998), the national oil transportation company. In 1990, prior to his public office positions, Mr. Kapparov founded “Accept Corporation”. “Accept Corporation” started by distributing computers and audio-video equipment, and by 1997, under Mr. Kapparov’s guidance, it developed into a holding that embraced 40 companies operating in such sectors as telecommunication, agriculture, production of alcoholic beverages, wholesale, retail trade and other services.
