Experience
Jonas Meckling is a Postdoctoral Research Fellow with the Harvard Project on International Climate Agreements at the Mossavar-Rahmani Center for Business and Government. He holds a Ph.D. in International Relations and a Master's degree in Environment and Development — both from the London School of Economics and Political Science. Jonas' research focuses on international climate politics, market-based environmental governance, and multinational corporations. His doctoral project examined the global rise of carbon trading as the primary response to global climate change. The particular focus lay on the role of business groups in the diffusion process. In addition, he has been researching sectoral approaches to a post-Kyoto climate policy framework as a way to engage major developing countries in a future climate regime. Jonas was a McCloy Fellow in Environmental Affairs at the American Council on Germany and a Visiting Scholar at the George Washington University Business School. Before joining academia, Jonas worked for the European Commission on international environmental policy.

Sectoral approaches have been gaining currency in the international climate debate as a possible remedy to the shortfalls of the Kyoto Protocol. Proponents argue that a sector-based architecture can more easily invite the participation of developing countries, address competitiveness issues, and enable immediate emissions reductions. However, given the numerous proposals, much confusion remains as to what sectoral approaches actually are. This article provides a simple, yet comprehensive, taxonomy of the various proposals for sectoral approaches.
