Experience

Laura's research focuses on energy- and environment-oriented technological progress and seeks to: identify and quantify the diverse benefits that derive from policies designed to promote it; map the complex factors—including but not limited to policies—that contribute to it; and create tools for policymakers and analysts to manage the systemic uncertainties that accompany it.

Laura also studies the coupling between water and energy systems and its implications and the effectiveness of innovation institutions internationally. Laura is on the advisory board of the project on "Accelerating Energy Innovation" at the International Energy Agency and has worked as a consultant for various organizations (e.g., Climate Strategies on a World Bank project). In addition to her work on systems analysis in energy and technology policy, Laura has published in chemical engineering and nuclear magnetic resonance journals, carried out process engineering research projects at DuPont and Bayer Pharmaceuticals, collaborated extensively with Johnson Matthey Catalysts, and worked as a financial consultant for banks on credit risk models for financing technology projects.

Laura holds a Ph.D. in Chemical Engineering from the Magnetic Resonance and Catalysis Group at the University of Cambridge (UK), a Master in Public Policy from the Harvard Kennedy School, and a Master in Chemical Engineering from the University of Manchester (UK). She has also studied and worked on research at the University of Stuttgart (Germany).

Water, energy, and food security are of critical concern as rising population growth and rapid urbanization place greater pressure on our natural resources. This study evaluates the growing internationalization of food production in water-scarce countries using the case of Saudi Arabia as a microcosm to illustrate the tradeoffs in resource consumption associated with crop selection and farming practices.

"Not in My Backyard, but Not Far Away from Me: Local Acceptance of Wind Power in China"

Local acceptance of wind energy technology has become an important factor to consider when designing local and national wind energy technological innovation policies. Previous studies have investigated the factors that shape the local acceptance of wind power in high-income countries. However, to the best of the authors' knowledge, these factors had not been investigated in China. Utilizing a survey and quantitative analysis, the authors have identified the factors that are correlated with local acceptance of wind power in China.

Knowing the carbon emission baseline of a region is a precondition for any mitigation effort, but the baselines are highly dependent on the system boundaries for which they are calculated. On the basis of sectoral energy statistics and a nested provincial and global multi-regional input–output model, the authors calculate and compare four different system boundaries for China's 30 provinces and major cities.

"Commercializing Second-Generation Biofuels: Scaling Up Sustainable Supply Chains and the Role of Public Policy"

The promise, prospects, and public policy trade-offs related to the greater use and production of second-generation biofuels were addressed in an executive session convened by the Harvard Kennedy School on November 13 and 14, 2014. The session attracted more than 25 of the world's leading experts from the fields of policy, science, and business for an intensive two day session. The agenda consisted of three sessions focused on (i) the sustainability of cellulosic supply chains, (ii) government policy options to attract investment and (iii) government policy options to ensure that environmental objectives are met.

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.

The energy sector is increasingly facing water scarcity constraints in many regions around the globe, especially in China, where the unprecedented large-scale construction of coal-fired thermal power plants is taking place in its extremely arid northwest regions. As a response to water scarcity, air-cooled coal power plants have experienced dramatic diffusion in China since middle 2000s. By the end of 2012, air-cooled coal-fired thermal power plants in China amounted to 112 GW, making up 14% of China's thermal power generation capacity. But the water conservation benefit of air-cooled units is achieved at the cost of lower thermal efficiency and consequently higher carbon emissions intensity.
