"The rising concern over global food price volatility has put agriculture at the center of international diplomacy. But unlike the 1950s when food aid became a major tool in international relations, modern interactions among states are being defined by trade and knowledge transfer. A new field — agricultural diplomacy (AgroDiplomacy) — is emerging as countries learn more about their shared ecological experiences and agricultural trade interests. The prospects for building such relations are evident in the rise in cooperation between Africa and Latin America."

"Addressing this triple challenge (more food, less hunger, less environmental degradation) will require more than just funding. For the FAO to continue to serve as the world's leading authority on food and agriculture policy, it will need to reinvent itself, becoming a thought leader in ending the hunger of ideas on how to end hunger. For example, what is the role of advance market purchasing in hunger reduction? What should be done about foreign direct investment in agriculture and large-scale land acquisitions? How should food price spikes be managed? What are the benefits and risks of emerging food and agricultural technologies? The FAO needs to be leading the debates in these and other areas."

A new economic vision for Africa's agricultural transformation— articulated at the highest level of government through Africa's Regional Economic Communities (RECs)—should be guided by new conceptual frameworks that define the continent as a learning society. This shift will entail placing policy emphasis on emerging opportunities such as renewing infrastructure, building human capabilities, stimulating agribusiness development, and increasing participation in the global economy. It also requires an appreciation of emerging challenges such as climate change and how they might influence current and future economic strategies.

"Enabling infrastructure (public utilities, public works, transportation, and research facilities) is essential for agricultural development. Infrastructure is defined here as facilities, structures, associated equipment, services, and institutional arrangements that facilitate the flow of agricultural goods, services, and ideas. Infrastructure represents a foundational base for applying technical knowledge in sustainable development and relies heavily on civil engineering. This chapter outlines the importance of providing an enabling infrastructure for agricultural development."

But Africa also has three major opportunities that can help transform its agriculture to be a force for economic growth. First, advances in science, technology, and engineering worldwide offer Africa new tools needed to promote sustainable agriculture. Second, efforts to create regional markets will provide new incentives for agricultural production and trade. Third, a new generation of African leaders is helping the continent focus on long-term economic transformation.

The current global economic crisis, rising food prices, and the threat of climate change have reinforced the urgency to find lasting solutions to Africa's agricultural challenges. Africa is largely an agricultural economy with the majority of the population deriving their income from farming. Agricultural development is therefore intricately linked to overall economic development in African countries. Most policy interventions have focused on "food security," a term that is used to cover key attributes of food such as sufficiency, reliability, quality, safety, timeliness, and other aspects of food necessary for healthy and thriving populations. This chapter outlines the critical linkages between food security, agricultural development, and economic growth and explains why Africa has lagged behind other regions in agricultural productivity. Improving Africa's agricultural performance will require significant political leadership, investment, and deliberate policy efforts.

"African governments have a unique opportunity to turn the climate crisis into an opportunity. The starting point is for them to start creating domestic markets in clean technologies, many of which are now widely available. They need to define themselves as leaders in "green innovation" since they have not committed themselves too excessively to polluting technologies. They should be vigilant against import of polluting technologies. It is a chance for them to build a new image around their moral standing of being the lowest polluters."
