Experience

Juhi Ginger Dagli is the Executive Director of the Dubai Initiative at the Belfer Center.  Before she was appointed Executive Director, Ginger was an ISP Fellow with research interests in sustainable development in conflict/post-conflict zones.  Prior to coming to the Belfer Center, Ginger was a public policy analyst with extensive work experience in education, workforce development, science and international health policy areas. She has worked as a senior analyst for domestic and international government agencies on policy reform design, project implementation and evaluation in the United States, the Middle East and Africa.  

During her years as a policy analyst, Ms. Dagli evaluated research programs to assess the impact of research, knowledge transfer and technology transfer on society through qualitative and quantitative methods and developing frameworks that weigh relative value of patents, ventures, and scientific publications; developed knowledge exchange and dissemination processes for multidisciplinary research centers to expedite research output that improved capital access, cross organization collaboration and visibility to multiple target audiences such as government agencies, private corporations, educational institutions and the general public; developed evaluation tools for curriculum based intervention programs and to assess school performance at multiple levels to enable incentive allocation; developed a strategy to build a research institution and identified research collaborators to design a multidisciplinary research institute focused on undersea exploration with education outreach and technology transfer plans; and managed programs for projects in Africa.  Ms. Dagli spent a year in Iraq (2003–2004) as a small grants program manager for a multi-million dollar initiative funded by USAID to strengthen the nongovernmental organization base focusing on the health sector of Iraq.  While in Iraq, she implemented the Strategic Working Group meetings to assist the Ministry of Health in Iraq to develop a strategic vision for a new health system.

Ms. Dagli has a bachelor's degree in Marine Science and Aquaculture from the University Professors Program at Boston University. Her thesis "Aquaculture in the Sultanate of Oman" focused on economic and social development in Oman, strategic resource allocation trends, and the role of fisheries.
