Raymond Plank Professor of Global Energy Policy
William W. Hogan is research director of the Harvard Electricity Policy Group (HEPG), which is examining alternative strategies for a more competitive electricity market. Current research focuses on major energy industry restructuring, network pricing and access issues, market design, and energy policy in nations worldwide.

C. Edward Huang
Research Fellow, Environment and Natural Resources Program/Energy Technology Innovation Policy research group
C. Edward Huang used to be an airport engineer, controller, manager, and consultant. He worked closely with the National Center of Excellence for Aviation Operations Research on federal aviation policies, and he received his doctoral degree from the University of California at Berkeley.
Azeem Ibrahim
Research Fellow, International Security Program
Azeem Ibrahim is completing his Ph.D. at the Centre of International Studies at the University of Cambridge. His thesis is examining the different phases of U.S. policy in the Caspian region since the collapse of the Soviet Union and seeking to identify the motivational drivers that were significant in each phase to explain policy outcomes.
Ayman Ismail
Research Fellow, The Dubai Initiative
Ayman Ismail is a Dubai Initiative Research Fellow. His research interests are: private equity and venture capital in emerging economies, technology policy and innovation, and economic development in Egypt and the Middle East and North Africa region.
Ursula Jasper
Research Fellow, International Security Program/Project on Managing the Atom
Ursula Jasper is a doctoral candidate at the University of St. Gallen (Switzerland) and a research associate at the Center for Security Economics and Technology (CSET) there. Prior to commencing her doctorate, she worked both as a researcher and journalist.
Patrick Johnston
Research Fellow, International Security Program/Intrastate Conflict Program
Patrick Johnston completed his Ph.D. at Northwestern University in July 2009. From 2007–2009, he was a predoctoral fellow at Stanford University's Center for International Security and Cooperation (CISAC). He has published articles on insurgency and counterinsurgency, conflict resolution, and political economy.
Charles Jones
Research Fellow, Energy Technology Innovation Policy research group
Charles (Skuk) Jones studies investments in innovation in the private sector and in public-private partnerships, as part of the Energy Research, Development, Demonstration, and Deployment (ERD3) Policy project.
