Melissa Hathaway, former acting senior director for cyberspace at the National Security Council, has joined the Belfer Center as a senior advisor to its cyber security initiative, Project Minerva, a joint effort between the Department of Defense, Massachusetts Institute of Technology, and Harvard University.
Jacqueline L. Hazelton
Research Fellow, International Security Program
Jacqueline L. Hazelton is a doctoral candidate in the Politics Department at Brandeis University. Her dissertation analyzes success and failure in counterinsurgency. Hazelton was previously an international journalist with The Associated Press.
Thomas Hegghammer
Associate, Initiative on Religion in International Affairs/International Security Program
Thomas Hegghammer is an Oxford and Paris–educated Middle East specialist who has published, consulted, and commented widely on jihadism and al-Qaida. He is preparing a book about the jihadi ideologue Abdallah Azzam and the first Arab Afghans.
William Hogan
Raymond Plank Professor of Global Energy Policy
William W. Hogan is research director of the Harvard Electricity Policy Group (HEPG), which is examining alternative strategies for a more competitive electricity market. Current research focuses on major energy industry restructuring, network pricing and access issues, market design, and energy policy in nations worldwide.

Executive Director of the Taubman Center for State and Local Government, Faculty Affiliate
C. Edward Huang
Research Fellow, Environment and Natural Resources Program/Energy Technology Innovation Policy research group
C. Edward Huang used to be an airport engineer, controller, manager, and consultant. He worked closely with the National Center of Excellence for Aviation Operations Research on federal aviation policies, and he received his doctoral degree from the University of California at Berkeley.
