Leonardo Maugeri
Roy Family Fellow, Geopolitics of Energy Project
Leonardo Maugeri is an expert on oil, gas, and energy. Since the early 2000s, he was among the few who affirmed that the world's oil was neither running out nor approaching its "peak-production." His latest book is Beyond the Age of Oil: The Myths and Realities of Fossil Fuels and Their Alternatives (March 2010).
Carlotta M. Minnella
Research Fellow, International Security Program
Carlotta Minnella is a doctoral candidate at the Department of Politics and International Relations, University of Oxford. She holds first-class honors degrees in Political Science and International Relations, Security Studies, and Diplomacy from the University of Trieste, the Institute of Political Studies in Paris, and SIOI in Rome.
Vivek Mohan
Research Fellow, Science, Technology, and Public Policy Program/Information and Communications Technology and Public Policy Project
Vivek Mohan writes on topics including privacy and surveillance, legislative reform for cybersecurity, net neutrality, ISP regulation, telecommunications and regulatory reform, and Internet governance. He is interested in how emerging technologies being brought to market in a variety of sectors interact with existing laws and regulations.
Scott Moore

Scott Moore's academic background is in political and environmental science, and he has a long-standing interest in China, where he previously worked with the U.S. Department of Energy. At HKS, he will complete an overview of water resource politics in China.

Prior to his appointment as a senior fellow at the Belfer Center, Mr. Rolf Mowatt-Larssen served over three years as the Director of Intelligence and Counterintelligence at the U.S. Department of Energy.
