This fall, residents of the Broadmoor neighborhood in New Orleans, one of the areas hit hard by Hurricane Katrina, will reopen the neighborhood’s elementary school as a charter school. By the end of the year they hope to unveil the neighborhood’s renovated 21st century library complete with community meeting rooms and a coffee shop. And, they’re working toward returning 90 percent of the 7,000 residents back to homes by the end.
