Academics and researchers met to discuss if there are bright lines between when mass murder becomes ethnic cleansing and when ethnic cleansing becomes genocide. The group discussed the basis for R2P and whether quantitative and/or qualitative measures can be useful when determining if and when the lines of human rights violations have been crossed.

Robert I. Rotberg again convened, along with the American Academy of Arts and Sciences, experts who had attended the December meeting, and others, for a second meeting on corruption and world order. The papers presented at the conference will consitute a book to be published in 2009.

Corruption is a serious and growing problem throughout the world. With the goal of understanding and adding to public policy choices in this regard, the American Academy of Arts and Sciences is instituting a project on Corruption and World Order. Under the leadership of Professor Robert Rotberg, an Academy fellow, Kennedy School faculty member, and President of the World Peace Foundation, this project will convene experts to identify emerging issues on this topic. The Academy, in collaboration with the Program on Intrastate Conflict of the Kennedy School of Harvard University, will hold a workshop at its Cambridge headquarters.

At a meeting in late May/early June 2007 at the Kennedy School of Government, senior African, Chinese, American, and European diplomats, practitioners, businessmen, NGO leaders, and scholars evaluated the yin and yang of China’s mixed impact on contemporary Africa. They welcomed China as a force for GDP growth in Africa; simultaneously, they worried that China was a malign influence—a modern colonial colossus intent on stripping Africa of its wealth without leaving sustainable structures behind. At present, there is little technology transfer, little capacity building, and little attention given to good governance and effective institutions. China’s slapdash approach to safety issues, especially in mining, has also been exported to Africa.
