As reported by Raphael G. Satter of the Associated Press, former Mozambique president Joaquim Chissano will receive a US$5 million award.

The prize committee that determined the winner of the Mo Ibrahim Prize of Achievement in African Leadership based its decision, in large part, on the criteria established in the 2007 Ibrahim Index of African Governance--the first annual index of its kind, created by Robert I. Rotberg, Director of the Program on Intrastate Conflict. He and Rachel M. Gisselquist authored the 2007 Index, which will soon be released as a book.
