The Commission of Eminent Persons, a high-level panel of international experts, has issued a comprehensive report on the future of the IAEA.
The report — entitled Reinforcing the Global Nuclear Order for Peace and Prosperity: The Role of the IAEA to 2020 and Beyond — was presented to the Agency´s Board of Governors on June 2, 2008.
The report calls for a reinvigorated global nuclear order, with the IAEA playing a central role, to reduce risks while allowing rapidly growing contributions to human well-being from nuclear technologies.
The report offers a wide range of recommendations on nonproliferation, disarmament, nuclear safety, nuclear security, nuclear energy, and applications of nuclear technologies. It urges member states to give the IAEA "more authority, resources, personnel and technology." In particular, it calls for an immediate one-time increase in the IAEA's budget by €80 million (for refurbishing the safeguards laboratory and beefing up the emergency response center, among other needs), and for annual real budget increases of €50 million in each of the next several years.
Graham Allison served as a co-Executive Director for the project. Matthew Bunn played a key role in the research and drafting of the report.
