If nuclear energy is to have any hope of growing enough to be a significant part of the world’s answer to the climate change challenge, publics, investors, utilities, and governments will have to be convinced that the safety and security issues raised by Fukushima have been resolved. Far-reaching steps will be needed to build that confidence.
