NATO''s post-Cold War identity and transformation have been key issues on the international relations agenda for the past decade. Evaluation of NATO''s current role as a mutual defense alliance has been drawn into sharper focus following the terrorist attacks in the United States on September 11, 2001, to which NATO responded by invoking Article 5 of the Washington Treaty for the first time in alliance''s fifty-three year history. This historic moment highlighted just how significantly the security threats NATO faces have changed-the Soviet Union is no longer the enemy, and Russia stands alongside NATO states, seeking greater cooperation.

Formalization of a new cooperative relationship between NATO and Russia is currently being developed and an agreement is likely to be signed in Rome at the end of May 2002 following the May 14-15 meeting of NATO foreign ministers in Reykjavik, Iceland.
