DR. ASHTON B. CARTER testifies before the Senate Armed Services Committee on the Moscow Treaty on Strategic Offensive Reductions (SORT).
Washington, DC -- On August 1, 2002 Dr. Ashton B. Carter appeared before a public hearing of the Senate Armed Services Committee. The Senate is debating the nuclear arms treaty signed by President Bush and President Putin in May -- perhaps a last gasp of superpower arms control as we have come to know it. In his testimony before the committee, Carter tries to provide the answer, in the form of the Global Coalition Against Catastrophic Terrorism that the Preventive Defense Project has been devising with Senators Lugar and Nunn.
