FILLING THE GAPS IN U.S. HOMELAND SECURITY: A To-Do List for the U.S. Government to Keep America Safe from Terrorism

Among all the threats to America’s well-being – global warming, cancer, violent crime – catastrophic terrorism has topped our list of concerns since 9/11. But while the ‘War on Terror’ often leads the news, it is rarely clear what exactly needs to be done to win it. To help close this gap in public understanding, the board of Harvard University’s Belfer Center for Science & International Affairs has identified a list of essential steps that have yet to be taken. Several of the issues listed below directly contributed to the damage done by the 9/11 attacks, but three years later they have still not been fixed.
While not comprehensive, this list reflects our research on the range of measures we need to take to keep America safe from terrorism. These issues belong at the top of our government’s to-do list, and on any list of questions for federal candidates this fall.
