Nearly all of the 190 signatories to the Nuclear Non-Proliferation Treaty (NPT) agree that the forty-two-year-old treaty is fragile and in need of fundamental reform. But gaining consensus on how to fix the NPT will require reconciling the sharply differing views of nuclear weapon states and non-nuclear weapon states. Strengthening the international rules is increasingly important as dozens of countries, including some with unstable political environments, explore nuclear energy. The result is an ever-increasing distribution of this technology. In this paper, Steven E. Miller outlines the main points of contention within the NPT regime and identifies the issues that have made reform so difficult.

The Cross-Border Financial Impact of Violence

This paper argues that violent events have two economic effects: a direct loss from the destruction of physical and human capital, and a reallocation of financial and economic resources. It documents the positive cross-border impact that follows violent events as a result of this reallocation. Thus, it reconciles the two existing perspectives in the literature on whether violence has a small or large economic effect. Our results show that, in globally integrated markets, the substitution of financial and economic activities away from afflicted countries magnifies their losses. This study evaluates certain factors affecting the impact of violence in non-event countries. Geographic distance from the event country is not monotonic in its effect on the valuation of equities of other countries. Also, the safer a non-event country is perceived to be relative to the event country, the greater the positive impact on its financial market. Finally, event countries with deeper financial markets are less susceptible to capital reallocation following an event.

"Analysis of Financial Incentives for Early CCS Deployment"

This paper looks at ten different forms of public support for carbon capture and sequestration (CCS) technologies including investment tax credits, accelerated depreciation, production tax credits, loan guarantees, capital grants, allowance allocations, and storage tax credits. The paper compares the cost reduction potential of each option against a conventional coal-to-electricity facility without CCS.

"Realistic Costs of Carbon Capture"

There is a growing interest in carbon capture and storage (CCS) as a means of reducing carbon dioxide (CO2) emissions. However there are substantial uncertainties about the costs of CCS. Costs for pre-combustion capture with compression (i.e. excluding costs of transport and storage and any revenue from EOR associated with storage) are examined in this discussion paper for First-of-a-Kind (FOAK) plant and for more mature technologies, or Nth-of-a-Kind plant (NOAK).

Far less attention has been paid to the various legal-sounding arguments used by Iran and a few academics to call into question the mandate of the International Atomic Energy Agency (IAEA) to investigate and make determinations about actual or suspected violations of Iran’s legal obligations.

"Climate Negotiators Create an Opportunity for Scholars"

The 1992 United Nations Framework Convention on Climate Change (UNFCCC) launched a process to confront risks posed by global climate change. It has led to a dichotomy between countries with serious emission-reduction responsibilities and others with no responsibilities whatsoever. This has prevented progress, but the Durban Platform for Enhanced Action suggests the prospect for a better way forward and an openness to outside-the-box thinking. Scholars and practitioners have a new opportunity to contribute innovative proposals for a future international climate policy architecture.
