"Over the last decade considerable work has been done to redefine the role of government in agricultural research, decentralize research activities, increase stakeholder participation, identify new financial instruments, and strengthen system-wide linkages. These measures have been purposed on an incremental basis. They have indeed yielded commendable results. The next challenge, however, is to build on these achievements and pursue bold steps aimed at upgrading the status and performance of agricultural institutes by creating genuine innovation systems that involve research, training, extension, and commercialization."

Cell phone use has grown faster in Africa than in any other region of the world since 2003....Of course, South Africa—the most developed nation—still has the highest penetration, but across Africa, countries have leapfrogged technology, bringing innovation and connectivity even to remote parts of the continent, opening up mobile banking and changing the way business is done.

"The United States has been a leading light in agricultural biotechnology as a platform technology and continues to serve as an important role model for countries around the seeking to address global food challenges. A key source of this leadership has been its commitment to using a science-led regulatory system for determining the approval of new products. The rest of the world needs this demonstrated leadership now more than ever given rising food prices and related political unrests around the world. Failure on the part of the United States to champion agricultural biotechnology will undermine confidence in the ability of the global community to confront the challenges of food security. Retracting from using science and technology to address emerging challenges will not result in any savings; it will only defer problems and future costs are likely to be higher."
