"Towards a Global Compact for Managing Climate Change"
Discussion Paper
Despite an enormous amount of work done to persuade the world of the dangers of climate change and the need for quick corrective action, there is little progress toward a global compact for managing climate change. In fact, there are some basic differences of perspectives on climate change policies between developed and developing countries which may bedevil future global agreements on climate change for quite some time. Among the reasons for these differences are the issues of historical responsibility for carbon emission by the developed countries, the need for lifestyle changes in both the developed and developing countries, suspicion in the developing countries about the motives of developed countries and too much focus of current discussions on the very long-term and global effects of climate change.

Following Hurricane Katrina, the Belfer Center's Broadmoor Project was developed by then Belfer Center Senior Fellow Doug Ahlers to work with the Broadmoor neighborhood to rebuild the devastated community. Highly successful, Broadmoor is now a model of recovery, almost 90 percent rebuilt, with a new charter school, library, and community center. (See Broadmoor Project.)
With Ahlers vision and leadership, the Broadmoor Project has also helped other disaster-struck communities. Here, Ahlers describes how the Broadmoor model is currently assisting in the recovery of three Chilean communities nearly destroyed by the earthquake and tsunami of 2010. The genesis of the Recupera Chile initiative is described below.

Over the past decade, countries with emerging economies like Brazil, Russia, India, Mexico, China, and South Africa have become important global players in political and economic domains. In 2007, these six countries consumed and produced more than a third of the world's energy and emitted about 35 percent of total greenhouse-gas (GHG) emissions. The changing global energy landscape has important implications for energy technology innovation (ETI) nationally and internationally. However, there is limited information available about the investments and initiatives that are taking place by the national governments within these countries. This paper presents the information available on energy RD&D investments in the emerging economies.

New Harvard Kennedy School research finds that energy research, development, and demonstration (ERD&D) funding by governments and 100 percent government-owned enterprises in six major emerging economies appears larger than government spending on ERD&D in most industrialized countries combined. That makes the six so-called BRIMCS countries—Brazil, Russia, India, Mexico, China, and South Africa—major players in the development of new energy technologies. It also suggests there could be opportunities for cooperation on energy technology development among countries.

Today, territorial ownership of states is essentially fixed, in marked contrast to earlier periods in history. This change has affected states in two very different ways. In regions in which most states are socio-politically strong, fixed territorial ownership is a blessing. It enhances peace, stability, and cooperation between states. In regions in which most states are socio-politically weak, however, fixed territorial ownership is largely a curse. It perpetuates and exacerbates states' weakness, and contributes to internal conflicts that often spill overacross international borders.

"Institutional Support for an International Forest Carbon Sequestration Agreement"

Because forests play a critical role in the global carbon cycle, the international community is actively pursuing policies and programs to increase the amount of carbon stored in forests. Recent estimates suggest that forestry could contribute an average 6.7 billion tons of emissions reductions annually, with over two-thirds of this potential coming from tropical nations. Making full use of the forest carbon sink is appealing to both the developed and the developing world. Developed nations see forest carbon projects as a low-cost option for mitigating climate change. For the developing world, forest carbon payments could provide a sustainable source of much-needed income. At the most recent climate negotiation talks in Copenhagen, even as negotiations on greenhouse gas emissions limits stalled, the parties moved closer to a framework agreement on forest carbon.
