"Improving U.S.-China Relations: The Next Steps"

A higher Renminbi will have two advantages: for the United States, it will help to equilibrate the past trade imbalance; for China, it will stimulate consumption (and enhance imports). It will therefore help China switch from a purely exporting strategy to one that maintains domestic growth through internal consumption. The goods that were to be sent abroad can now be consumed by an increasingly middle class nation at home. These steps will bring China and the United States closer economically and increase international stability. However, unless the military-security relations of the two countries improve, this will not be a sufficient remedy for the two nations' long term problems.

"How America Is Funding Corruption in Pakistan"

"For the last eight years, U.S. taxpayers' money has funded hardly any bona fide counterterrorism successes, but quite a bit of corruption in the Pakistani Army and intelligence services. The money has enriched individuals at the expense of the proper functioning of the country's institutions. It has provided habitual kleptocrats with further incentives to skim off the top. Despite the U.S. goal of encouraging democratization, assistance to Pakistan has actually weakened the country's civilian government. And perhaps worst of all, it has hindered Pakistan's ability to fight terrorists."

Australia and other countries should redouble their efforts to fix serious gaps in an international arrangement to stop maritime shipments of materials destined for weapons of mass destruction programs, according to the Brief. It argues that heightened concerns over North Korea provide an opportunity to bolster the Proliferation Security Initiative, a 95-country arrangement to promote interception of transfers of cargoes related to weapons of mass destruction.

"U.S. Aid to Pakistan—U.S. Taxpayers Have Funded Pakistani Corruption"

The United States must not provide Pakistani institutions with incentives to act counter to U.S. foreign policy objectives in the future. It has done so in the past. But until the spring of 2009, no comprehensive overview of the full funding to Pakistan was possible as the figures were kept secret. Those figures, as well as a full analysis of what is known about how they were spent, can now be evaluated. The available information paints a picture of a systemic lack of supervision in the provision of aid to Pakistan, often lax U.S. oversight, and the incentivization of U.S. taxpayer–funded corruption in the Pakistani military and security services. The author believes that this is the first attempt to present an overview of U.S. aid to Pakistan since 2001, evaluate it, and present recommendations on how to ensure that mistakes are not repeated and lessons are learned.

"The most important non-state actor in Pakistan is the army. Normally, a country's army constitutes its ultimate instrument of legitimate force. But the Pakistani army is independent of the civilian government. It considers its interests as separate from those of this government. It has acted more like a mercenary force, reluctant to assume responsibility for defending the country against internal threats. It maintains links with some of the very elements that threaten the country's security."

"Is North Korea's Reprocessing Facility Operating?"

In mid-June, North Korea threatened to weaponize all of its newly separated plutonium. Air samples and satellite imagery, however, don't show evidence that Pyongyang is actively reprocessing its spent nuclear fuel. But this doesn't mean the North isn't reprocessing; there are numerous reasons why its activities wouldn't be detected by commercial satellites and off-site air sampling. The United States and China, must act now to force North Korea to halt plutonium production, stop all weapons tests, and immediately return to the Six-Party Talks.

Bargaining models of war suggest that war ends after two sides develop an overlapping bargaining space. Through preference, information, and entrapment obstacles, wars can become "stuck" and require a change in expectations to produce a war-terminating bargaining space. A major source of such change is a shift in belligerents’ governing coalitions.

Is a credible multilateral climate change agreement feasible? This column says that such global cooperation is necessary and attempts to address the political hurdles. The proposed emissions reduction plan develops formulas to cap atmospheric concentrations of carbon dioxide at 500 ppm while obeying political constraints regarding cost, fairness, and timing.
