"Why PR Won't Represent the Country"

"Coalitions are held together by leaders 'buying off' the smaller parties to prevent them splitting and triggering new elections. That inevitably result in leaders kowtowing to factional whims and offering concessions to the preoccupations of small parties, however arcane. That would be a very real risk here, where small party support has grown from 3 per cent to 14 per cent in the last thirteen years. In many countries this results in money for the pet projects of small parties or individuals. This is an awful idea at a time when there is such an urgent need to restrict spending."

All too often, we are governed by politicians who either do not have the experience to match their responsibility or the abilities to match their power....Over the past 20 years, MPs have got younger and younger. Of course, it is important for MPs to be in touch with the electorate, but this needs balance. Less experience of life and work outside politics means less experience of the society they represent. That has not led to better governance."

Several Muslim countries have formulated various programs to fight extremism. From Saudi Arabia to Indonesia, authorities have devised more or less comprehensive measures to deradicalize committed militants and prevent the radicalization of new ones. This soft approach to counterterrorism has also been adopted by some European governments. The 2004 Madrid and 2005 London attacks, as well as the arrest of hundreds of European Muslims who had been involved in a variety of terrorist activities, have clearly shown that radicalization is a problem in Europe. Over the last few years, various European governments have decided to combat radicalization processes among their Muslim population by enacting various counterradicalization programs, acknowledging that they cannot simply arrest their way out of the problem.

"The choice facing the next Prime Minister and government is clear. On the one hand, he can continue the policy of the present Government. This will result in a slow slide down the second division of nations, an inability to defend the sea passages on which our global trade and standard of living depend (ninety per cent of our trade still comes by sea), an inability to secure our growing imported energy supplies and the vital food supplies which we in this country take for granted.
Or, the next Government can resist this decline, hold firm against the pressure to reduce defence funding, and provide an adequate defence provision with contingency reserve capability for all three Services. If this decision is made, it should be done as a deliberate and well researched policy."

"...[T]he U.S. and China have been involved in intense talks about climate policy. If the two nations come together in a bilateral agreement—a real possibility—they would have much more leverage to persuade other major nations to join. From there, developing nations could be brought on board by giving them targets that reduce emissions without stifling growth. Advanced nations might agree to more-severe emissions cuts and allow developing nations to make gradual cuts in the early decades as they rise toward the world's average per-capita emissions. With the right incentives, developing countries can and will move onto less carbon-intensive growth paths."

THE climate change summit at the United Nations on Tuesday is aimed to build momentum for the 15th Conference of the Parties to the UN Framework Convention on Climate Change in Copenhagen in December, where nations will continue negotiations on a successor to the 1997 Kyoto Protocol, which expires in 2012. To be successful, any feasible successor agreement must contain three essential elements: meaningful involvement by a broad set of key industrialized and developing nations; an emphasis on an extended time path of emissions targets; and inclusion of policy approaches that work through the market, rather than against it.

"Despite the outcry that President Obama has sold out the Europeans and caved to the Russians by cancelling missile defenses in Europe, it was the right thing to do. Those defenses were not going to work (or work well enough or soon enough to matter in any major crisis with Iran), and the diplomatic price we were paying for them was far out of proportion to any small gains we might have made by annoying the Russians or reassuring the Czechs and the Poles...."
