"...[T]he U.S. and China have been involved in intense talks about climate policy. If the two nations come together in a bilateral agreement—a real possibility—they would have much more leverage to persuade other major nations to join. From there, developing nations could be brought on board by giving them targets that reduce emissions without stifling growth. Advanced nations might agree to more-severe emissions cuts and allow developing nations to make gradual cuts in the early decades as they rise toward the world's average per-capita emissions. With the right incentives, developing countries can and will move onto less carbon-intensive growth paths."

THE climate change summit at the United Nations on Tuesday is aimed to build momentum for the 15th Conference of the Parties to the UN Framework Convention on Climate Change in Copenhagen in December, where nations will continue negotiations on a successor to the 1997 Kyoto Protocol, which expires in 2012. To be successful, any feasible successor agreement must contain three essential elements: meaningful involvement by a broad set of key industrialized and developing nations; an emphasis on an extended time path of emissions targets; and inclusion of policy approaches that work through the market, rather than against it.

"Despite the outcry that President Obama has sold out the Europeans and caved to the Russians by cancelling missile defenses in Europe, it was the right thing to do. Those defenses were not going to work (or work well enough or soon enough to matter in any major crisis with Iran), and the diplomatic price we were paying for them was far out of proportion to any small gains we might have made by annoying the Russians or reassuring the Czechs and the Poles...."

The major features of a post-2012 international global climate policy architecture are described with three essential elements: a means to ensure that key industrialized and developing nations are involved in differentiated but meaningful ways; an emphasis on an extended time path of targets; and inclusion of flexible market-based policy instruments to keep costs down and facilitate international equity. This architecture is consistent with fundamental aspects of the science, economics, and politics of global climate change; addresses specific shortcomings of the Kyoto Protocol; and builds upon the foundation of the United Nations Framework Convention on Climate Change.

Much is known about the efforts of the United States to democratize, reconstruct, and deliver humanitarian aid to Germany and Japan after their defeat in WorldWar II. Much less is known about the willingness of the United States to use coercive tactics to deter and counter resistance to its military occupation of the two countries. Many of the scholars and politicians who consider the occupations of Germany and Japan to be models for success, largely because of their peaceful outcomes, often overlook the initial period of occupation, in which latent violence figured prominently. An understanding of this early period, however, is crucial to assessing the determinants of peace.

"...[P]icture things from the suppliers' point of view. They have every incentive to get as much money from the project as possible. Unlike their dealings with companies, they have detailed public knowledge about the politicians' stated intention to procure the service. They will know the market better than the minister, so they will know what options they have. And unlike their dealings in the private sector, they may even know how much taxpayers' money is available for the project. All of this makes bargaining harder for the minister and easier for the private-sector supplier."

"The Cruelty of Britain's Extradition Policy"

"[T]o stay as close to America as possible, Britain signed a new extradition treaty with the US which gave more protection to Americans than to Brits. Passing into law as the Extradition Act 2003, it made it easier for America to extradite British suspects than it was for Britain to extradite American ones. As things stand today, if Britain accuses an American of plotting a terrorist attack against London, the US government will only allow him on a plane to face justice if Britain shows that it has enough evidence to mount a good case against him. But if America accuses a Brit of plotting an identical attack against New York, Britain must put him on a plane to the States without so much as asking America to show that it has a good case at all. It is a lopsided legally-sanctioned double standard, and previous ministers have admitted as much."

"ID Cards — A Government Mandated Facebook?"

"The quantity of arguments for ID cards looks like an attempt to hide a lack of quality. The government has been hard-pressed to explain how ID cards will make us safer. It is true that they will make it easier for, say, customs officials to ascertain that you are who you say you are. But that can already be done for everyone who has a passport. It is true that biometric chips might make the process more accurate. But that argues for biometric passports, as another recanting ex-home secretary, David Blunkett, has pointed out. If you want to make identification more accurate by introducing a biometric chip, that does not entail spending £3 billion in a recession on an entirely new biometric ID card scheme."
