Securing America's Future Energy (SAFE), in collaboration with the Belfer Center for Science and International Affairs, Harvard Kennedy School, has created a free college curriculum box set that includes all of the materials needed to conduct an energy crisis simulation in your classroom. The exercise is based on Oil ShockWave™, SAFE's one-of-a-kind oil crisis simulation, which has featured participants such as Defense Secretary Robert Gates, former Treasury Secretary Robert Rubin, Pulitzer-Prize-winning author Dan Yergin and former director of the CIA R. James Woolsey.

"...Besides leading to bad governance and a deplorable law and order situation in the country, police failures also have compounded the threat of religious extremism and terrorism. Poor data collection on crime and criminals and inadequate analytical capabilities hamper effective law enforcement. In many instances, banned militant organisations continued with their publications and in some cases wanted criminals, and terrorists changed their party affiliations (hurriedly joining groups that were not under government scrutiny after theirs were banned) and the police remained clueless. Here the police was also handicapped as many militant groups were producing "freedom fighters" for Kashmir and Afghanistan and had working relations with the intelligences services, and hence police officials were reluctant to go after some of these elements thinking that they might be the assets of some "other state institution." Things are reported to be progressively changing in this sphere lately, but the serious challenge remains...."

One of the most important lessons of the Sept. 11, 2001 terrorist attacks is that, in order to respond successfully, local agencies must be able to exchange information in real time. In the past seven years, the federal government has given millions of dollars to state and local governments with the goal of improving interoperability programs. However, state and local politics often get in the way of effective use of the money. Our research provides insight and recommendations into how state and local governments can improve the effectiveness of these programs.

The reconfiguration of power and authority is the big, new, historic and pervasive macro-development now taking place in Arab society, as the prevailing power structure of the past 75 years reaches the limits of its abilities. Not surprisingly, concerned citizens, agile gangs and efficient businessmen alike are moving in to grab their share of power in those spaces where the state is retreating, or franchising its own legitimacy and authority. Handled wisely, this could be a heartening and positive development that allows Arab society to define itself according to the consensus views of its pluralistic citizens -- unless American, British, Israeli or other Western armies invade again and try to re-configure us to their liking, rather than to our rights and wishes.
