Genesis of Recupera Chile

Following Hurricane Katrina, the Belfer Center's Broadmoor Project was developed by then Belfer Center Senior Fellow Doug Ahlers to work with the Broadmoor neighborhood to rebuild the devastated community. Highly successful, Broadmoor is now a model of recovery, almost 90 percent rebuilt, with a new charter school, library, and community center. (See Broadmoor Project.)
With Ahlers vision and leadership, the Broadmoor Project has also helped other disaster-struck communities. Here, Ahlers describes how the Broadmoor model is currently assisting in the recovery of three Chilean communities nearly destroyed by the earthquake and tsunami of 2010. The genesis of the Recupera Chile initiative is described below.

Juliette Kayyem is a Lecturer in Public Policy at Harvard Kennedy School who served as Assistant Secretary for Intergovernmental Affairs at the U.S. Department of Homeland Security in the first Obama administration and headed homeland security efforts for Massachusetts Governor Deval Patrick. Currently a columnist for the Boston Globe and analyst for CNN, Kayyem provided extensive analysis of the situation following the Boston Marathon bombings. We asked for her views on Boston’s response to the attack.

"The Cost of Saving Lives in Bangladesh"

The horrific death of more than 900 Bangladesh garment workers in the collapse of a building, following the death of 112 garment workers in a Bangladesh factory fire five months ago, has led, of course, to the inevitable calls for reform. The immediate question is how to ensure structural soundness of factories after the multi-storied Rana Plaza facility--making garments for as many as 30 international retailers--broke apart, burning, suffocating and crushing its workforce. But broader issues of worker health and safety for Bangladesh's 5,000 garment factories have also come to the fore.

"But today's scare is not just a matter of concern for China. The nation's insular government, dense population, and environmental ills have already combined to create several global pandemics. The 2003 SARS outbreak began in China, and, by its end, killed about 800 people and caused close to $50 billion in economic losses. China had originally prevented disclosure of the SARS outbreak, telling nervous global public health officials to take a hike."

"The Evolution of the IAEA: Using Nuclear Crises as Windows of Opportunity (or Not)"

This seminar considered how the International Atomic Energy Agency (IAEA) has reacted to nuclear crises. The IAEA often appears not just to have weathered such crises, but to have successfully leaped through windows of opportunity presented by them. This has resulted in periodic expansions of its mandate, capabilities, and resources. The 2011 Fukushima disaster appears to be a puzzling exception, raising the question of what concatenation of factors needs to be present for the IAEA to take advantage of nuclear crises.

"The blackout should be examined not merely to cast blame, but to learn about how systems work (and don't work) and how people respond (and don't respond) when there is a Big Fail. The bad news was that half the stadium went dark; the good news was that the other half remained lit, and staff responded calmly. Thus, the Blackout Bowl turned out to be more of a tie than people think."
