"The United States ought to be the leader of the world in the energy technology innovation that is needed. It has the largest economy, uses the most energy (and within that total the most oil), has made the largest cumulative contribution to the atmospheric buildup of fossil carbon dioxide that is the dominant driver of global climate change, has a large balance of payments stake in competitiveness in the global energy technology market as well as a large stake in the worldwide economic and security benefits of meeting global energy needs in affordable and sustainable ways, and possesses by many measures the most capable scientific and engineering workforce in the world. The actual performance of this country in energy-technology innovation, however, has been falling short by almost every measure...."

Walt: “…..by maintaining a (new) balance you don’t get conflict breaking out and you tilt in favour whichever side seems to be falling behind. At the same time, you do try to discourage conflict whenever possible. You certainly don’t try to control the region yourselves and if the balance breaks down as it did in 1991 and you have to intervene you go in, you get out as quickly as possible. But you don’t try to organize these societies. You don’t try to tell them how to live. You don’t try to tell them how their governments should be organized and you don’t try to transform them at the point of a rifle barrel. This is not disengagement, but it is also not trying to control the region or dictate its political evolution.”
“…we are not going to have a stable long-term situation in the Persian Gulf until the United States and other countries in the region—including Iran—do come to some understanding about the various issues that concern them. New Report from Harvard Kennedy School Researchers Calls for Changes to Biofuels Incentives

Despite pressure from biofuel critics, governments should avoid simplistic and precipitous changes in course such as rollback or moratoria on existing biofuels mandates or incentives, according to a new report from three Harvard Kennedy School researchers. Instead, the researchers urge governments to initiate an orderly, innovation-enhancing transition towards incentives targeted on multi-dimensional goals for biofuels development.

This article examines the legal and political impediments to the Kurdish Regional Government's (KRG) exploration and production contracts, which the central government in Baghdad has refused to recognize. The newly established Iraqi national constitution significantly opened as many petroleum-control questions as it resolved. Negotiated in 2005, the constitution not only separated branches of government, but established Federalism as its lodestar. When faced with unresolved issues over regional and national control over petroleum resources, however, International Oil Companies (IOCs) function in an ambiguous legal environment that fails to clearly distinguish between federal and regional powers.

The swiftness with which the United Arab Emirates (UAE) has launched its civil nuclear program presents a number of challenges for policymakers in seeking to ensure the program's safety and security. At the onset of its efforts, the UAE government consulted with a set of the world's leading nuclear suppliers to develop a framework that would help its nuclear program conform to the highest standards in terms of safety, security, and nonproliferation. The UAE drew on these consultations in making a sweeping set of international commitments in April 2008 to ensure that the sensitive nuclear materials and technologies it would acquire as part of its nuclear program would be securely controlled.1 While the UAE has been widely praised for the depth and breadth of the nonproliferation commitments it has made, it will be the UAE's efficacy at complying with them by which its success will be judged.

If the companies file under Chapter 11, they would be able to continue producing cars, and the workforce would remain employed while the firms reorganized. The firms would also be able to get short-term credit under bankruptcy protection."
