"Enabling a Nuclear Revival—and Managing Its Risks"

Matthew Bunn and Martin B. Malin examine the conditions needed for nuclear energy to grow on a scale large enough for it to be a significant part of the world’s response to climate change. They consider the safety, security, nonproliferation, and waste management risks associated with such growth and recommend approaches to managing these risks. Bunn and Malin argue that although technological solutions may contribute to nuclear expansion in the coming decades, in the near term, creating the conditions for large-scale nuclear energy growth will require major international institutional innovation.

China now faces the three hard truths of thirsting for more oil, relying heavily on coal, and ranking first in global carbon dioxide (CO2) emissions. Given these truths, two key questions must be addressed to develop a low-carbon economy: how to use coal in a carbon-constrained future? How to increase domestic oil supply to enhance energy security? Carbon Capture and Storage (CCS) may be a technological solution that can deal with today's energy and environmental needs while enabling China to move closer to a low-carbon energy future. This paper has been developed to propose a possible CCS roadmap for China.

An effective, but more flexible and politically palatable approach could be an international agreement on a "portfolio of domestic commitments." Under such an agreement, nations would agree to honor commitments to greenhouse gas emission reductions laid out in their own domestic laws and regulations. A portfolio of commitments may emerge from a global meeting such as the UNFCCC Conference of the Parties, or a smaller number of major economies could negotiate an agreement among themselves, and then invite other countries to join.

According to the World Development Report 2010: Development and Climate Change, ... a two-degree Celsius warming above pre-industrial levels could permanently reduce Africa's annual per capita consumption by four to five per cent....The report calls on industrialised countries, which have released most of the greenhouse gases, to lead the way in charting a new low-carbon economic path. In addition, the report calls for financial support to enable developing countries adapt to climate change and lay the foundation for low-carbon economies.

"The Dynamics of Climate Agreements"

This paper provides a novel dynamic model of private provision of public goods. The agents can also invest in cost-reducing technologies but, nevertheless, the Markov-Perfect Equilibrium (MPE) is unique and the analysis tractable. The non-cooperative outcome is compared to scenarios where the agents can contract on contributions investment), and the optimal contract is derived.
While the model fits a variety of contexts, the policy implications for climate agree- ments are particularly important. Environmental agreements (e.g. the Kyoto protocol) are typically specifying emissions but not investments in technology, since such e¤orts would be hard to verify. They often have a limited time horizon and future commitments remain to be negotiated.

Liquid biofuels can provide a substitute for fossil fuels in the transportation sector. Many countries have mandated the use of biofuels, by creating targets for their use. If not implemented with care, however, actions that increase biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, and exacerbate degradation of land, forest, and water sources. A strong global biofuels industry will not emerge unless these environmental and social concerns are addressed.

China's climate change policy expresses both continuity and change over time. Continuity is observed in China's active involvement in policy formation, both domestically and internationally. Changes are reflected both in China's institutional arrangements on climate change mitigation and adaptation and increasing flexibility in international negotiations. Both continuity and change can be attributed to international and domestic factors. Among China's foreign policy objectives are enhancing its international image, international engagement, sovereignty concerns, and solidarity with developing countries. Domestic objectives include the need for continued economic development, increased attention to environmental protection, and social learning effects.

"Cap-and-Trade: All Cost, No Benefit"

"The Obama administration and congressional Democrats have proposed a major cap-and-trade system aimed at reducing carbon dioxide emissions. Scientists agree that CO2 emissions around the world could lead to rising temperatures with serious long-term environmental consequences. But that is not a reason to enact a U.S. cap-and-trade system until there is a global agreement on CO2 reduction. The proposed legislation would have a trivially small effect on global warming while imposing substantial costs on all American households. And to get political support in key states, the legislation would abandon the auctioning of permits in favor of giving permits to selected corporations."
