"Some form of negotiated agreement, if it can be achieved, is the “least bad” option for U.S. interests—but is likely to have to include some continuing enrichment in Iran. There are real security risks in agreeing to permit some ongoing enrichment in Iran, but if appropriately managed, these security risks are less than those created by a military strike or allowing Iran to continue unfettered enrichment with no agreement."

"Targeting Nuclear Programs in War and Peace"

When do states attack or consider attacking nuclear infrastructure in nonnuclear weapons states? Despite the importance of this question, relatively few scholarly articles have attempted to identify the factors that lead a state to attack another state's nuclear facilities. This paper conducts the first large-n analysis on when states use force as a way to control proliferation.
This paper challenges existing arguments that states are deterred from attacking nuclear programs by the prospect of a military retaliation from the proliferating state or concerns about international condemnation. Instead, it finds that states are more likely to attack nuclear programs when they believe that the proliferating state might use nuclear weapons or engage in other offensive behavior. States are willing to accept substantial costs in attacking if they believe that a particular country's acquisition of nuclear weapons poses a significant threat to their security.

Matthew Bunn considers the premises, facts, and risks underlying negotiation with Iran over their nuclear program. He describes a range of options for limiting the risks of a negotiated settlement with Iran. Bunn suggests that insisting on zero centrifuges is likely to lead to no agreement. It is time to begin thinking about what the lowest risk, non-zero options may look like.

Andrew Newman and Matthew Bunn assess the Obama administration's fiscal year 2010 budget request for programs to improve controls over nuclear weapons, materials, and expertise worldwide. Funding for U.S. Efforts to Improve Controls Over Nuclear Weapons, Materials, and Expertise Overseas: A 2009 Update concludes that the request is a "steady as you go" budget and recommends that Congress and the administration work together to establish a $500 million contingency fund that could be used flexibly on a range of nuclear security programs.

Gartzke and Kroenig examine why states acquire nuclear weapons, why they engage in nuclear cooperation, and explore the relationship between nuclear weapons possession and a variety of security and diplomatic outcomes. This list does not cover the full range of possible nuclear proliferation issues that could be subjected to scholarly scrutiny, but they offer several advantages for our research. First, these outcomes are substantively important. Second, they can be measured, allowing them to quantitatively analyze nuclear proliferation across cases and over time. Third, this list covers a broader range of outcomes than are considered in the existing literature.

"Nuclear Forensics and Its Role in Security Policy"

Nuclear forensic analysis is currently discussed as a potentially important new tool to prevent nuclear terrorism by enabling investigators to attribute nuclear materials to their production facility and thus deterring potential state actors from transferring such materials to terrorists. In the seminar, an introduction into the technical possibilities and limitations of pre- and post-attack nuclear forensics will be given, based entirely on open source analysis. This will be followed by a discussion about the roles that nuclear attribution can — or cannot — play in security policy.
