"Breaking the Climate Impasse with China: A Global Solution"

A "deal" is proposed in this paper, whereby all major-emitting countries, including the United States and China, agree to reduce emissions through implementation of significant, mutually agreeable, domestic emission-reduction policies. To resolve the competitiveness and equity concerns, a proposed Carbon Mitigation Fund would be created. This proposed fund is contrasted with other existing and proposed mitigation funds and finance mechanisms.

Sectoral approaches have been gaining currency in the international climate debate as a possible remedy to the shortfalls of the Kyoto Protocol. Proponents argue that a sector-based architecture can more easily invite the participation of developing countries, address competitiveness issues, and enable immediate emissions reductions. However, given the numerous proposals, much confusion remains as to what sectoral approaches actually are. This article provides a simple, yet comprehensive, taxonomy of the various proposals for sectoral approaches.

The finance of climate mitigation and adaptation in developing countries represents a key challenge in the negotiations on a post-2012 international climate agreement. Finance mechanisms are important because stabilizing the climate will require significant emissions reductions in both the developed and the developing worlds, and therefore large-scale investments in energy infrastructure. The current state of climate finance has been criticized for its insufficient scale, relatively low share of private-sector investment, and insufficient institutional framework. This policy brief presents options for improving and expanding climate finance.

Export Control Development in the United Arab Emirates: From Commitments to Compliance

The swiftness with which the United Arab Emirates (UAE) has launched its civil nuclear program presents a number of challenges for policymakers in seeking to ensure the program's safety and security. At the onset of its efforts, the UAE government consulted with a set of the world's leading nuclear suppliers to develop a framework that would help its nuclear program conform to the highest standards in terms of safety, security, and nonproliferation. The UAE drew on these consultations in making a sweeping set of international commitments in April 2008 to ensure that the sensitive nuclear materials and technologies it would acquire as part of its nuclear program would be securely controlled.1 While the UAE has been widely praised for the depth and breadth of the nonproliferation commitments it has made, it will be the UAE's efficacy at complying with them by which its success will be judged.

While oil discovery brought revenue to Dubai and would change the city's physiognomy, moving it beyond the initial three settlements along the creek, it is clear that Dubai's status as a dynamic entrepôt for international trade and transshipment, its foundational infrastructure projects, and its "free port" policies to attract merchant communities from throughout the Gulf and the Indian Ocean, along with licit and illicit trade for re-export to Persia/Iran and India, were solidly established before "black gold" was struck in Fateh field.

Our proposal for a post-2012 international global climate policy agreement contains three essential elements: meaningful involvement by key industrialized and developing nations; an emphasis on an extended time path of targets; and inclusion of market-based policy instruments. This architecture is consistent with fundamental aspects of the science, economics, and politics of global climate change.

"Technology in the UN Climate Change Negotiations: Moving Beyond Abstraction"

This brief considers the technology negotiations of the United Nations Framework Convention on Climate Change (UNFCCC) within the wider context of low-carbon energy technology. In doing so, it focuses on how technology issues can be effectively embedded within a potential agreement at the 15th Conference of the Parties (COP15) in Copenhagen. The paper asserts that the negotiations must be conducted with cognizance of national decision-making processes and competing priorities. It puts forth a series of framing topics in order to more explicitly explore the large technology "ecosystem". It concludes that the most appropriate area for international cooperation on technology under the UNFCCC lies in the direct provision of human and institutional capacity building with a focus on the least developed countries.

"Insure to Assure: A New Paradigm for Nuclear Nonproliferation and International Security"

"No country has yet encountered major problems in its nuclear fuel supply specifically because of commercial disruptions. However, past political constraints on supply may be part of the motivation for countries like Iran to seek enrichment capability. Thus far it is unclear what other countries might be on the fence about acquiring a full fuel cycle and could be swayed not to enrich if an effective assurance mechanism could address the simply political risk. It is important for IAEA to identify these countries and the assurances they would need so that the best supply assurance mechanism can be crafted. Anticipating nuclear needs—not just for enriched uranium but also for fabricated fuel, transport, spare parts, etc.—and deciding whether and how government should help satisfy such needs is the best way to ensure that the industry develops in ways that serve the public's interests."

Carbon Capture and Storage (CCS), as an option in the portfolio of mitigation actions to combat climate change, is expected to have far-reaching implications for China. This paper (1) explores the strategic significance of CCS for China by making an extreme scenario analysis of Chinese power sector in 2030; (2) provides an overview of the recent CCS activities in China; and (3) identifies the major challenges with respect to CCS development in China and put forwards immediate strategies.
