"The United States must change the way it produces and uses energy by shifting away from its dependence on imported oil and coal-fired electricity and by increasing the efficiency with which energy is extracted, captured, converted, and used if it is to meet the urgent challenges facing the energy system, of which climate change and energy security are the most pressing. This will require the improvement of current technologies and the development of new transformative ones, particularly if the transition to a new energy system is going to be timely and cost-effective."

Belfer Center Announces 2009-2010 Research Fellows

Harvard Kennedy School's Belfer Center for Science and International Affairs today announced its 2009-2010 research fellows. The fellows, drawn from governments, academia, and the public sector, will work with Center faculty and fellows to research issues of critical significance internationally, ranging from security issues such as nuclear proliferation and terrorism to climate change and energy policy. The new fellows come from countries as diverse as South Korea, India, Egypt, Germany, and South Africa.

According to the World Development Report 2010: Development and Climate Change, ... a two-degree Celsius warming above pre-industrial levels could permanently reduce Africa's annual per capita consumption by four to five per cent....The report calls on industrialised countries, which have released most of the greenhouse gases, to lead the way in charting a new low-carbon economic path. In addition, the report calls for financial support to enable developing countries adapt to climate change and lay the foundation for low-carbon economies.

"Technology in the UN Climate Change Negotiations: Moving Beyond Abstraction"

This brief considers the technology negotiations of the United Nations Framework Convention on Climate Change (UNFCCC) within the wider context of low-carbon energy technology. In doing so, it focuses on how technology issues can be effectively embedded within a potential agreement at the 15th Conference of the Parties (COP15) in Copenhagen. The paper asserts that the negotiations must be conducted with cognizance of national decision-making processes and competing priorities. It puts forth a series of framing topics in order to more explicitly explore the large technology "ecosystem". It concludes that the most appropriate area for international cooperation on technology under the UNFCCC lies in the direct provision of human and institutional capacity building with a focus on the least developed countries.

In his article, Dr. Fuhrmann argues "Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or know-how from one state to another for peaceful purposes—leads to the spread of nuclear weapons. With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

A new analysis of energy research, development, demonstration, and deployment (ERD3) funding in the Obama administration's FY2010 budget and the American Recovery and Reinvestment Act of 2009 finds that the total available for energy research development and demonstration alone and ERD3 in FY2010 would double and increase by two-thirds, respectively, compared to FY2009 (based on certain assumptions). These substantial funding increases—coupled with a range of institutional innovations the administration is implementing and movement toward putting a price on carbon emissions—will help accelerate innovation for a broad range of energy technologies. This report analyzes DOE's budget request for ERD3 and the Recovery Act and makes recommendations for further action by Congress and the administration.
