An integrated carbon dioxide (CO2) capture and storage (CCS) system requires safe and cost-efficient solutions for transportation of the CO2 from the capturing facility to the location of storage. While growing efforts in China are underway to understand CO2 capture and storage, comparatively less attention has been paid to CO2 transportation issues. Also, to the best of our knowledge, there are no publicly available China-specific cost models for CO2 pipeline transportation that have been published in peer-reviewed journals. This paper has been developed to determine a first-order estimate of China's cost of onshore CO2 pipeline transportation.

Dramatic growth in nuclear energy would be required for nuclear power to provide a significant part of the carbon-free energy the world is likely to need in the 21st century, or a major part in meeting other energy challenges. This would require increased support from governments, utilities, and publics around the world. Achieving that support is likely to require improved economics and major progress toward resolving issues of nuclear safety, proliferation-resistance, and nuclear waste management. This is likely to require both research, development, and demonstration (RD&D) of improved technologies and new policy approaches.

New approaches will need to be adopted to promote close interactions between government, business, farmers, academia, and civil society. The aim of this chapter is to identify novel agricultural innovation systems of relevance to Africa. It will examine the connections between agricultural innovation and wider economic policies. Agriculture is inherently a place-based activity and so the chapter will outline strategies that reflect local needs and characteristics."

The Green Revolution was largely a result of the creation of new institutional arrangements aimed at using existing technology to improve agricultural productivity. African countries are faced with enormous technological challenges. But they also have access to a much larger pool of scientific and technical knowledge than was available when the Green Revolution was launched in the 1950s."

"Missile defense represents the most severe collision of space, nuclear weapons and politics. Accustomed to technological miracles, Americans assume that technical problems can always be fixed with enough money. Engineers are not asked if missile defense is a viable solution to the horrific threat of nuclear warheads carried on missiles, and political analysts do not care about the difficulties involved in developing hardware. In the end, this disconnect could produce a situation where a U.S. president is asked to rely on a system that technical experts cannot assure him will work but that political advisers insist must be brandished."

"...[C]reating think tanks to help political parties craft platforms on which to complete would do more for African democracy than all the governance consultants put together. The latter have sprinkled a few good ideas here and there but they have not had the expected effect because of the lack of institutions to translate them into political programmes. Governance was hardly served well by ideas. In the absence of such competence-building, the common practice of ranking leaders becomes no more than hollow self-righteousness."
