"Technology in the UN Climate Change Negotiations: Moving Beyond Abstraction"

This brief considers the technology negotiations of the United Nations Framework Convention on Climate Change (UNFCCC) within the wider context of low-carbon energy technology. In doing so, it focuses on how technology issues can be effectively embedded within a potential agreement at the 15th Conference of the Parties (COP15) in Copenhagen. The paper asserts that the negotiations must be conducted with cognizance of national decision-making processes and competing priorities. It puts forth a series of framing topics in order to more explicitly explore the large technology "ecosystem". It concludes that the most appropriate area for international cooperation on technology under the UNFCCC lies in the direct provision of human and institutional capacity building with a focus on the least developed countries.

"Rules for Negotiating and Updating Climate Treaties"

A climate treaty is characterized by a large number of parameters: What should the abatement or emission levels be? How should the burden to abate be distributed across countries? What should the time profile for the emission levels be? Should there be issue linkages with other policy areas? Should there be any side transfers between some countries and, if so, what should the transfers be? This richness in parameters implies that there is a lot to decide and negotiate before the final climate treaty is ready.
Moreover, there is great uncertainty regarding the future costs and benefits of abatement. Today, it is not yet known how much abatement will be desirable in the future. This means that any climate treaty must be updated, or renegotiated, quite frequently in the coming years. The realized climate policies depend on future international negotiations—and the rules governing these.

"Improving U.S.-China Relations: The Next Steps"

A higher Renminbi will have two advantages: for the United States, it will help to equilibrate the past trade imbalance; for China, it will stimulate consumption (and enhance imports). It will therefore help China switch from a purely exporting strategy to one that maintains domestic growth through internal consumption. The goods that were to be sent abroad can now be consumed by an increasingly middle class nation at home. These steps will bring China and the United States closer economically and increase international stability. However, unless the military-security relations of the two countries improve, this will not be a sufficient remedy for the two nations' long term problems.

As president, Obama continues to communicate effectively, but an American president has a problem of dual audiences. Sometimes rhetoric that fares well at home — such as Bush's second inaugural address — sounds hypocritical to foreign ears. In contrast, Obama's inaugural address was well received both at home and abroad....[B]ut effective leadership is also communicated by actions and policies. At this stage, it is too early to determine whether Obama's policies will reinforce or undercut the effects of his words.
As we await the results, it helps to remember the complexity of the relation between effective leadership and communications.

"How America Is Funding Corruption in Pakistan"

"For the last eight years, U.S. taxpayers' money has funded hardly any bona fide counterterrorism successes, but quite a bit of corruption in the Pakistani Army and intelligence services. The money has enriched individuals at the expense of the proper functioning of the country's institutions. It has provided habitual kleptocrats with further incentives to skim off the top. Despite the U.S. goal of encouraging democratization, assistance to Pakistan has actually weakened the country's civilian government. And perhaps worst of all, it has hindered Pakistan's ability to fight terrorists."
